Associate Professor at the Department of Environmental Change 2014. Expert reviewers were Prof Em Ingemar Elander, rebro University, and Prof Katarina Eckerberg, Ume University. Current Post and Assignments Senior Lecturer (Universitetslektor) in Environmental Science at the Dept. of Thematic Studies Environmental Change and Researcher at the Centre for Climate Science and Policy Research, CSPR, Linkping University, from September 2010. Head of Carson Unit (Enhetschef) at the Department of Environmental Change, with ca 25 employees including staff responsibility, salary dialogues, recruitment, and participation in the department's management team, from January 2022-December 2026. Expert in the Swedish National Expert Council for Climate Adaptation (NECCA), assigned by the Swedish Government in August 2018. The experts are appointed based on personal knowledge and competence. The task of the Expert Council is to follow and evaluate climate change adaptation work in Sweden and submit recommendations for future work to the Government. This remit includes preparing a report to the Government every five years, consisting of proposals for future direction and prioritization for the coming revision of the National Adaptation Strategy. Our first report was submitted to the Government on the 9th of February 2022. I acted as coordinator and main writer of our overarching recommendations. Vice Chair of the Expert Council since February 2023. Research Bibliography and Scientific Merits With a background in political science I work in an interdisciplinary research environment, approaching questions, research-fields and theories emanating from disciplines such as political science, sociology, cultural geography, ethnology and planning. Methodologically, I work with qualitative case-studies, interviews, focus-groups and text analysis, for mapping out and analysing actors, strategies, processes, conflicts of interest and gaps between ideals and practice, predominantly regarding climate adaptation in planning, policy-implementation and decision-making, at local, regional and national levels of society. In the field of urban climate governance, I have worked in ten research projects, acting as main applicant and project leader in four. Research has focused on adaptation policy-making and policy-integration, urban planning in theory vs practice, public-private interplay, urban climate transitions/transformations and experimentation and, currently, multifunctional climate-proofing of the built environment and fair water management practice. Most projects have a Swedish focus, funded by e.g Formas, Mistra, Lnsfrskringar and CKS, but I have also been part of European comparisons in the Dutch Research programme "Knowledge for Climate" and the Norwegian TRANSFORM funded by NFR and led by CICERO. The latter target longitudinal climate action among Swedish and Norwegian leader and follower municipalities. Early studies (2004-08) targeted drivers and barriers for climate adaptation as well as the institutional and organisational dimensions of adaptive capacity in three high-risk municipalities. Thereafter followed a regional study of risk, vulnerability and adaptation in the thirteen municipalities of stergtland (2008), with follow-up studies zooming in on the role of politicians (2010) and waterfront planning practices (2012). Studies were made of ten proactive Swedish municipalities (2010) exploring the changing role of planners and the difficulty to settle and enact strategic guidelines in spatial planning. Climate change policy integration in strategic comprehensive planning and concrete development plans was studied in three Swedish municipalities highly engaged with both adaptation and mitigation (2013). In a specialized study, the interaction between private and public actors and the role of property developers was put in focus (2014-15). An international comparison of national adaptation policies was undertaken as part of the Dutch research program Knowledge for Climate with researchers from University of Amsterdam, Wageningen University, Utrecht University, University of Bremen, University of Oldenburg and Tyndall Centre (2011, 2014). Thereafter, the concept of urban climate transitions was taken as a starting point, exploring ongoing organizational change processes in Norrkping and by pinpointing public-private collaborative vs regulative dialogues in six Swedish municipalities aiming to climate-proof new urban districts (2015-2019), the role of urban experiments in triggering transitions (2016-2019) in the field of multifunctional stormwater management, multifunctional urban coastal adaptation progress and waterfront architectural design in the form of floating houses, and longitudinal urban transformation in Swedish and Norwegian frontrunner and follower municipalities (2017-2022). Ongoing research projects directs attention to the urban built environment by focusing on vulnerable groups, property owner perspectives and the challenges involved in multifunctional adaptation of the existing city to climate change due to e.g. current legal distribution of responsibilities, diverse land-ownership patterns and path-dependent structures and configurations (2020-2024). I am also involved in an interdisciplinary collaborative research project focusing on urban/rural fair water management and governance practices related to flooding and drought (2023-2026). Since 2002 I have written 48 publications (peer-review articles, book chapters, research reports) of which I am sole author in 15. Of the 33 co-authored publications I am lead author in 16. Particularly three of my early and broader papers on climate adaptation governance are regularly cited; Storbjrk 2007 on governing climate adaptation in the local arena with 234 citations in google scholar; Storbjrk 2010 on barriers for organizational learning in climate adaptation with 132 citations; and Storbjrk & Hedrn 2011 on institutional capacity-building in Swedish coastal zone climate adaptation with 112 citations. My h-index in Google Scholar is 16, i10-index 24 and citations 1082. In Scopus the h-index is 13 and citations 501. Review Assignments I regularly review research papers for international journals and based on my research on institutional dimensions of climate adaptation I was invited as expert reviewer of the zero-, first- and second-order draft of chapter 15 Adaptation Planning and Implementation in the IPCC Fifth Assessment Report, WG II (2014). After the last round of reviews, I was asked to write a 3 page section on Institutional dimensions as Contributing Author. Selected Peer-Review Publications 2007-2023 Storbjrk S and Hjerpe M (2022).
